The preliminary planning phase of the Knik Arm Crossing Project began in 2003. The 2003-2004 project work included regulatory, environmental, demographic, economic and engineering studies. This preliminary planning effort identified key regulatory agency stakeholders, and developed the groundwork for the National Environmental Policy Act (NEPA) Environmental Impact Statement and permitting processes.
